Indonesia govt to regulate price of waste-to-electricity

Jakarta (ANTARA) – The Energy and Mineral Resources (ESDM) Ministry is preparing regulations that will govern the use of waste for energy, including pricing for electricity generated from waste-to-energy power plants (PLTSa).

“With this government policy (on waste-to-energy), we are currently updating the regulations,” said Deputy Minister of ESDM Yuliot Tanjung at the 2025 Green Energy Summit in Jakarta on Tuesday.

He said the ESDM Ministry will regulate three things: pricing for electricity generated from incineration and gasification processes, bioenergy consisting of biomass and biogas, and substitute fuels from pyrolysis.

Tanjung stated that waste volume will be managed based on waste accumulation data in 2024.

Recorded waste accumulation in 2024 reached 33.8 million tons, of which 20.2 million tons, or 59.9 percent, had been managed, while 13.6 million tons or approximately 40.1 percent, remain unmanaged.

“This unmanaged waste has an impact on the environment,” he said.

Therefore, Tanjung expressed his hope that through the waste-to-energy policy, the ESDM Ministry can participate in solving the urban waste problem.

“This will improve environmental quality, reduce emissions, make urban areas cleaner, and increase the supply of green energy,” Tanjung said.

The push to accelerate the Waste-to-Energy (PLTSa) project emerged after President Prabowo Subianto led a limited meeting at the Merdeka Palace on August 25, 2025.

The President ordered the administrative process to be shortened from six to three months, thus achieving the target of completing the project within 18 months.

The government is targeting the construction of Waste-to-Energy (PLTSa) plants in 30 major cities, with an average electricity production potential of 20 MW per city.
